Trans-Chuy Freight & Logistics

From Irad Wiki, the free encyclopedia

Trans-Chuy Freight & Logistics (Iradi: Trans-Chüy Jük Tashuu Kompaniyasy) is a road haulage company based in Nurzhan. It runs bonded trucking services within the Irad Special Economic Zone (ISEZ) and to the northern border crossings into Kazakhstan, from which much of its freight continues to Russia. It was founded in 1996, during the US territorial period, and is the largest trucking company in Irad, with more than 250 tractor units and refrigerated and bulk trailers. Since 2008 it has been controlled by Timur Toktarov, the third son of Governor Erlan Toktarov.[1][2]

History

The company was formed in 1996 from a privatized Soviet motor-transport depot in Nurzhan. Its early business came from oilfield supply and from contracts linked to the expansion of Talas Air Base.[1] From 1999 it carried livestock and beef for the new meatpacking plants near Talas. In 2008 Timur Toktarov took control of the company. Under his management it bought refrigerated trailers, opened a depot at the Talas Agribusiness Export Zone and won long-term contracts with the state-linked industrial combines.[2]

Operations

The company's main terminal, outside Nurzhan, has bonded customs warehouses, a container yard and workshops for the fleet. Its main lines of business are:

  • refrigerated transport: chilled and frozen beef from the Sukarne Irad Complex and other packers to customers in Irad and to Kazakhstan;
  • bulk agricultural haulage: grain, barley and compound feed, much of it for Nurzhan Agro-Industrial;
  • industrial freight: drummed antimony trioxide and metal from the Chatkal Chemical Smelting Complex to railheads, and equipment for the oil fields.[1]

Its main routes link Talas and Nurzhan, run south over the Fergana Mountain Transit Highway to the Lower Naryn District, and lead north to the Kazakh border. Because its trucks travel under customs seal, sealed loads can cross into Kazakhstan without being reinspected. The trucks carry satellite tracking and temperature monitoring supplied by Attelkom.[1]

Ownership and criticism

Trans-Chuy is one of several businesses run by members of the Toktarov family. Timur and his younger brothers Adil and Bekzat manage the family's interests in freight, real estate and feed milling.[2] Competing hauliers and opposition commentators say the company receives preferential access to state contracts and border clearance. The company says its contracts are awarded on price and reliability.[3]
