Kylych Taiyrov
Kylych Taiyrov (1954 – 9 October 2010) was an Iradi politician who was Minister of Natural Resources of the Democratic Republic of Irad (DRI). Tried for treason over the Bill of Sale with Nurgul Abdrakhmanova and Nurdin Ormonov, he was acquitted in 2009, the most unpopular verdict of the ISEZ era. He was shot dead at the gate of his house in Talas in October 2010 by two riders acting under the Kamchylar banner.[1]
Career
Taiyrov was territorial Secretary of Natural Resources from 2003 to 2006 and Minister of Natural Resources in Bakyt Orozbekov's cabinet from December 2006.[2]
Trial
He was tried in the Talas city court with Abdrakhmanova, the former foreign minister, and Ormonov, the former economy minister. On 22 May 2009, the day Abdrakhmanova was convicted, the court acquitted him of treason. His name was on none of the drafts, and the court held that the concession shares standing in companies registered to his relatives in Almaty and Cyprus proved nothing against him. Crowds gathered outside the court, and Front veterans summed up the trials with the line "they shot the soldier and freed the bookkeeper", comparing his fate with the execution of the defense minister Tynai Bayaliev.[1][3]
Killing
Taiyrov stayed in Talas, in the suburb of Alatau Heights, saying that he had nothing to hide. On the evening of 9 October 2010 two young riders shot him at the gate of his house. The Gendarmerie shot one of them, Chotbai Kanat uulu (1988–2010) of the Karakoyun clan, at the Qara-Chik Border Checkpoint the same night; the other, Syrgak Bakytbek uulu (born 1988), also Karakoyun, got across the line. Both rode under the Kamchylar banner. The banner's best-known voice, Doolot Sartbai uulu, called the killing "the verdict the court did not give", and Bektur Zhumabek uulu condemned it.[1][4]
Whether anyone sent the riders has never been settled. The Kamchylar's elders deny ordering the killing. The Autonomous Tribal Regions and opposition outlets such as FreeIrad ask how two herders knew Taiyrov's house and hours, and why the Gendarmerie shot the one man who could have talked. DPI writers call it the IAC's own crime.[4]
There is no extradition across the Qara-Chik Demarcation Line. An ISEZ court convicted Syrgak in absentia and sentenced him to life imprisonment, and in 2011 an IAC court of biys sentenced him to pay blood money (kun) to the family and to exile. Taiyrov's widow refused the kun.[4]
