Zara Toktarova (born 14 November 1988) is an Iradi education scholar. She is the youngest child and only daughter of Erlan Toktarov, Governor of the Irad Special Economic Zone (ISEZ), and his wife Anara Toktarova, and she is married to the Lieutenant Governor, Aidar Maksat. A doctoral candidate in education at Stanford University, she researches bilingual education and mother-tongue literacy. She has lived mainly abroad since the mid-2010s, rarely gives interviews, and is publicly regarded as having no political role.[1][2]

Early life and education

Toktarova was born on 14 November 1988, the sixth child of Erlan and Anara Toktarov and their only daughter. Her five elder brothers are Ruslan, Alikhan, Timur, Adil and Bekzat. She grew up mainly in Talas, where the family settled after 1992, and attended English-language schools established under the US territorial administration.[3]

She studied Iradi literature and pedagogy at Talas State University and graduated with honors in 2010. She then completed a master's degree in international education policy in the United States, and later entered the doctoral program in education at Stanford University, where she is a doctoral candidate.[1]

Academic work

Toktarova's research concerns bilingual education, mother-tongue literacy in post-Soviet Central Asia and the revitalization of minority and indigenous languages. She has written on the teaching of Iradi and English in the schools of the ISEZ and on the revival of Iradi among young urban people (see Iradi Language and Iradi language revival).[1] She has presented papers at international education conferences and has given occasional lectures at Talas State University during visits to Irad.

Public life

Toktarova keeps a low public profile and has made few public statements on political matters. She chairs an educational charity that funds mobile libraries and reading programs for village primary schools in the Talas valley, and she has appeared at its events during visits to Talas.[4]

She has not commented publicly on her father's absence from public life since July 2024 (see 2024 Iradi Executive Transition Crisis). Tabloids in Talas have occasionally reported tensions within the Toktarov family over access to the Boz-Korgon estate. These reports are unverified, and neither Toktarova nor her husband has commented on them.[2]

Personal life

Toktarova married Aidar Maksat, then a civil servant in the Talas municipal administration, in 2008. The couple have three children.[3] She speaks Iradi, English and Russian.
