Iradi National Chamber of Mining and Metallurgy

From Irad Wiki, the free encyclopedia

The Iradi National Chamber of Mining and Metallurgy (Iradi: Irad uluttuk too-ken jana metallurgiya palatasy) is the trade association of the mining, metallurgical and geological services industries in the Irad Special Economic Zone (ISEZ). It was founded in 1996 under the territorial statutes on commercial associations and is based at Miners' Hall in central Talas, a Soviet-era building that formerly housed the republican miners' trade union. In 2023 it had 42 member organizations, ranging from the antimony producers to coal mines, quarries, engineering consultancies and equipment suppliers.[1]

History

The chamber was set up in 1996 by the newly privatized antimony companies and a group of geological survey firms, while the Territorial Legislature was drafting regulations under the 1995 Hydrocarbon and Mining Code. Its early work concentrated on royalty rates and on the terms of mining concessions. After 2007 it continued under the ISEZ administration. Its membership is confined to companies operating in the ISEZ, since no industrial mining takes place in the Autonomous Tribal Regions.[2]

Membership

Members include:

The chamber is governed by a council elected by the members at an annual congress. Voting is weighted by the size of each member's contributions, which gives the antimony companies the largest influence.

Activities

Policy and legislation

The chamber represents the industry in dealings with the ISEZ Ministry of Natural Resources and with committees of the Territorial Legislature of Irad (Mejlis). It has lobbied for stable royalty rates, longer concession terms and faster refunds of export proceeds held in escrow by the Irad Foreign Trade Escrow Authority. It has also commented on draft environmental, mine-safety and labor regulations.[2] It has called for exploration of the gold, tungsten and rare-earth deposits of the tribal mountains, which are closed by the clan assemblies' moratorium on open-pit mining. The Iradi Freedom Society has rejected these proposals, and the chamber has no dealings with the tribal authorities.[3]

Training and standards

With the Faculty of Geology of Talas State University and the Nurzhan Polytechnic Institute, the chamber funds scholarships and apprenticeships for mining engineers, surveyors and mine-safety inspectors. It publishes voluntary codes on tailings management and mine rescue, and works with the Chatkal Placer Mining Inspectorate on monitoring standards. Its members' rescue teams train together at the Chatkal Mountain Rescue Base.[1]

International contacts

Because Irad's status is unresolved, the chamber cannot join most international industry federations. It promotes the ISEZ mining sector at investment conferences in Almaty, Dubai and London, and since 2024 it has sought buyers for Iradi antimony outside China.[2]

Criticism

Environmental groups and some opposition deputies describe the chamber as dominated by the antimony industry, and they say that its voluntary codes are a substitute for stricter regulation. The chamber says that it supports enforcement of the existing environmental law.[3]
