Civil Protection Service
The Civil Protection Service is the agency of the Irad Special Economic Zone (ISEZ) responsible for protection against natural hazards. Part of the Ministry of Internal Security, it issues warnings of avalanches, mudflows, floods, glacial lake outbursts and earthquakes, decides when the mountain passes are closed, and coordinates rescue and relief with the city fire services and the Gendarmerie, whose Highway Patrol Corps enforces the closures on the Fergana Mountain Transit Highway.[1] Its forecasts draw on the ISEZ Hydrometeorological Service (Irad Gidromet) and its mountain stations, and since the Muz-Köl flood of 2016 it has run the sirens and water-level sensors in the valleys below moraine-dammed lakes of the Talas Alatau (see Glacier retreat in Irad).[2] Firefighting stays with the city fire services, and fire-safety inspection with the ministry's State Fire Inspectorate (see Law enforcement in Irad).
