Nurbek Sultanov

From Irad Wiki, the free encyclopedia

Nurbek Sultanov (born 1961) is an Iradi lawyer and politician of the Democratic Party of Irad (DPI) who has been Speaker of the Mejlis, the legislature of the Irad Special Economic Zone (ISEZ), since 2019. Under the Elective Governor Acts the presiding officer of the legislature acts as Governor if both the governorship and the lieutenant governorship fall vacant, which has given him a place in the debate over the succession to Governor Erlan Toktarov.[1][2]

Early life and career

Sultanov was born in Talas and studied law at the Iradi State University (now Talas State University). From 1986 he worked as a lawyer for the republican planning committee and, after 1993, for its territorial successor, the Office of Economic Planning in Talas, where he drafted concession and supply contracts with foreign companies until 2010.[1]

Mejlis

Sultanov was elected to the Mejlis for the Talas city constituency on the DPI list in 2011, the first election after the provisional chamber of 2007–2011, and has been re-elected since. He chaired the Ways and Means Committee from 2015 to 2019 and was elected Speaker by the new chamber after the November 2019 election.[1]

In April 2026 Sultanov ruled out of order a motion by the three Russo-aligned deputies for a hearing on the health of the Governor, who has not been seen in public since July 2024, saying that "the chamber does not examine the health of citizens". The deputies' lawyers then petitioned the Supreme Court of Irad on the inability clause of the Acts.[3] Sultanov has not commented in public on his own place in the line of succession.[2]
