Chui Cotton Inspection Directorate
The Chui Cotton Inspection Directorate is the agency of the Irad Special Economic Zone that grades cotton fiber, enforces pest quarantine and monitors irrigation withdrawals by cotton farms. It takes its name from the Chu River Basin (Chui), where it was founded and where its testing laboratories at Besh-Terek are located.[1]
Most cotton in Irad is grown on the Fergana Rim and in the ISEZ's Lower Naryn District, with smaller areas in the lower Talas and Chu basins, and is ginned and spun in the ISEZ. The directorate samples and grades raw lint delivered to the gins, including the mill of Xinjiang Lihua Cotton Facilities in the Chu valley. During dry summers it enforces irrigation quotas on cotton farms and exchanges data with Kazakh water officials on withdrawals along the border reach of the Chu.[1][2]
