Toktogul Tashtan uulu

Toktogul Tashtan uulu (born 1962) is a member of the council of the Naiman clan in the Autonomous Tribal Regions. He was one of its negotiators in the talks on the 2009 power protocol, sitting at the table through the winter of the Toktogul crisis, and the Naiman credit him with getting the clans' share of Toktogul revenue written into the protocol.[1]
