A snowcock

Tian Shan snowcock is a local name for the Himalayan snowcock (Tetraogallus himalayensis; Iradi: ular), a large, gray-patterned partridge of the high mountains of Central Asia. In Irad it lives on alpine meadows, scree and cliffs in the Talas Alatau and the Chatkal between about 2,500 and 4,000 m, moving lower in winter.[1] It is known for its loud, whistling calls at dawn. Golden eagles and snow leopards prey on it. The IUCN lists the species as Least Concern.[1]
