Talgat Saparov
Talgat Saparov (born 1966) is an Iradi customs official who has been chief security commissioner of the Talas Free Economic Trade Zone since 2012. He is responsible for customs inspection and anti-smuggling enforcement at the zone's bonded terminals and on the northern highway crossings into Kazakhstan.[1]
Saparov served in the Soviet border troops and the territorial-era Irad National Guard before joining the customs service in 1998. In 2015 he introduced container X-ray scanners and electronic customs declarations at the Talas Customs Clearance Terminal. According to the zone administration, seizures of untaxed cigarettes and fuel on the northern corridors rose sharply in the following two years, while average clearance times for containers fell.[1][2]
