Major William Evans
From Irad Wiki, the free encyclopedia
William Evans (born 1958) is a retired United States Army Reserve officer who served as a civil affairs officer in Talas during the territorial period. As a major attached to the territorial Department of Public Works in 1996–1997, he coordinated a program, funded by the US Department of Defense, that rebuilt 23 road bridges in the Talas and Kara-Buura valleys damaged during the First Iradi Civil War or neglected since the 1980s.[1] Local contractors and former soldiers of the Provisional Government's militias were hired for the work. Evans later described the program in a US Army War College paper on post-conflict reconstruction.[2]
