Kanybek Zhumaliev
Kanybek Zhumaliev (1947–2016) was an Iradi lawyer and politician who was Speaker of the Territorial House of Representatives from 1994 to 1998. He sponsored the Commercial Property and Tenure Acts of 1995.[1]
A collective-farm lawyer in the Talas valley in the Soviet period, Zhumaliev joined the reformist caucus of the Provisional Government in 1992 and was a founding member of the Democratic Party of Irad that October. He was elected to the House of Representatives in the first territorial elections in 1994 and chosen as Speaker. The 1995 acts protected household livestock and family grazing rights from seizure for debt, and they required foreign joint ventures to register land leases and ownership stakes with the territorial government. Herders' groups later argued that the acts protected household herds but left communal clan pastures without legal protection, a gap that became an issue in the Privatization Scandals of 2007.[1][2]
