Iradi passport
The Iradi passport, officially the Republic of Irad passport, is the travel document issued since 2009 by the Irad Special Economic Zone (ISEZ) to its residents. It is issued by the Passport and Residence Service of the Ministry of Internal Security, together with the domestic identity card. Russia and most other states do not recognize it, and many Iradis who travel abroad also hold a passport of Kyrgyzstan or Kazakhstan.[1][2]
History
During the territorial period (1992–2006) residents of Irad were United States nationals but not citizens, and they carried territorial identity cards; that status ended in December 2006 (see Territory of Irad (1992–2006)).[1] The ISEZ began issuing "Republic of Irad" passports in 2009. The application form, PRS-1, was approved by an order of the Ministry of Internal Security of 12 January 2009, and from December 2009 the passport carried the new State Emblem adopted that year.[2][3]
Issue
Applicants take a queue number for their passport office through the e-Irad public services portal, then apply in person with form PRS-1, two photographs, their identity card or old passport, a birth certificate for a first passport, their residence registration and the receipt for the state duty, which is 120 som for a passport and 60 som for an identity card. Ordinary applications take up to 30 working days, and urgent ones 10 working days for double the duty.[2][4] Waiting times for a queue number often run to several weeks.[4] Residence cards for foreign nationals are issued only at the Talas City and Nurzhan City offices.[4]
Recognition and second passports
The passport is accepted only by the minority of states that keep some recognition of the Republic of Irad, and the ISEZ advises travelers to ask the consulate of their destination whether it will accept it.[4] The ISEZ does not object to residents holding other documents. Kyrgyzstan issues passports most readily, to those who can prove birth or long residence; Kazakhstan does so mainly on family ties, and Uzbekistan rarely. Because a passport of a Eurasian Economic Union state allows work in Russia without a patent, most Iradi migrant workers travel on Kyrgyz passports. The Democratic Party of Irad calls this "a practical necessity", while young nationalists object to it.[1]
Iradis without a second passport often travel through recruiters, on borrowed or bought documents, and abroad they cannot easily regularize their stay or return home, since Irad has no consulates. Migrant-aid groups describe this as a main reason Iradis fall victim to labor trafficking.[5]
