Saparbek Temirov

Saparbek Temirov (1946 – 2013) was an Iradi lawyer and politician who represented a Talas constituency in the Territorial House of Representatives from 1994 to 2002. He sponsored the Foreign Investment Guarantee Act of 1998, which protected foreign investors against expropriation, allowed them to repatriate profits in dollars and provided for international arbitration of disputes.^[1] The act was passed in the same year as the 1998 Talas Agribusiness Accord and was part of the legal basis for the foreign beef and energy investments of the late 1990s. Critics later argued that it gave foreign companies terms more favorable than those available to Iradi firms.^[2]
