Kapar Tilekov
Kapar Tilekov (born 1963) is an Iradi lawyer and politician who has been Minister of Justice of the Irad Special Economic Zone (ISEZ) since 2019. He was previously deputy Attorney General.[1]
Career
Tilekov graduated in law from Talas State University in 1985 and joined the Talas city prosecutor's office the following year. He stayed in the prosecution service through the territorial period, when he trained in American trial practice for the jury trials introduced by the 2003 Judicial Reforms Act, and was deputy Attorney General under Nurlan Tashtanbekov from 2014 to 2019.[1]
The Ministry of Justice registers associations and charities. In 2021 it issued rules requiring registered charities to report their foreign funding every year, which church charities and the Iradi Freedom Society's supporters abroad criticized as a means of control; Tilekov said the rules followed "international practice on transparency".[2]
